This public competition regulates the rules and conditions for the participation of participants in the public prize competition "Greenhack - with open data to a green future", organized by the company Tehnološki park Ljubljana doo, Tehnološki park 19, 1000 Ljubljana (hereinafter: the organizer) in cooperation with Ministry of Public Administration, Tržaška Cesta 21, 1000 Ljubljana.

"GREENHACK - WITH OPEN DATA TO A GREEN FUTURE"

  1. NAME AND HEADQUARTERS OF THE ORGANIZATION ANNOUNCING THE TENDER

  1. GENERAL PROVISIONS AND ORGANIZATION

This public competition regulates the rules and conditions for participation of participants in the public prize competition "Greenhack - with open data to a green future", organized by the company Tehnološki park Ljubljana doo, Tehnološki park 19, 1000 Ljubljana (hereinafter: the organizer) in cooperation with Ministry of Public Administration, Tržaška cesta 21, 1000 Ljubljana.

The public tender is carried out as part of the A.T 3.3 pilot activity from the DEAS project operation, which is partly funded by the Alpine Space program, which encourages the use of OD / LODs and APIs for the development of new services and products.

The terms used in this competition, which refer to persons and are written in the masculine grammatical form, are used as neutral for the feminine and masculine genders.

  1. SUBJECT OF THE TENDER

The subject of the public competition is the selection of the best four winning ideas at the hackathon titled "Greenhack - with open data to a green future".

  1. PURPOSE

The general purpose of the competition is to promote and encourage the use of open data from the public sector, especially those published on the national open data portal OPSI on the topics of mobility, environment, food, and floods.

The specific purpose is to create a conceptual design or functional prototype of a digital solution that will also enable digital services on the topics of mobility, environment, nutrition, and floods through the visualization of open data.

  1. CONTENT OF THE TENDER

The content of the public competition consists of four challenges, in which hackathon participants will seek answers and prepare conceptual designs or functional prototypes of digital solutions, on the following topics:

Challenge 1: Mobility: “Live healthy. Travel sustainably. ”;

Challenge 2: Environment: “Waste Management”;

Challenge 3: Nutrition: "With digital experience in the bee world.";

Challenge 4: Floods: "Open data for notification of natural and other disasters in the City of Ljubljana".

  • 1. Event organization

The competition will be organized in rounds.

The first part (round) will take place in the form of a hackathon, where participants will prepare and present functional prototypes of digital solutions in the period from 6 November 2021 to 7 November 2021, with the help of mentors. At the end of the first part (November 7, 2021), the expert commission will announce the best eight teams, two teams from each challenge.

The second part (round) is expected to take place on 9 November 2021, where the best eight teams selected by the commission will present their prototypes of digital solutions at the closing event. An online public vote will be held by the audience to select the best teams.

  • 2. Event participants

All interested natural persons can participate in the public tender.

  1. CONDITIONS FOR APPLICATION

Groups of three to five members and individuals can apply.

Individuals who do not have their own group at the time of registration may participate, provided that a team of at least three registered individuals can be formed at the event.

Competitive solutions and their descriptions must be written in Slovene or English.

All costs of preparation and submission of the application are covered by the participants themselves.

The winning teams or their members are obliged to conclude a contract with the organizer on the free transfer of material copyrights, whereby these material copyrights will be exclusively transferred to the organizer without time and territorial restrictions. If all members of the winning team do not conclude a contract with the organizer, the organizer may decide not to award a cash prize to the team.

In the event that the commission does not choose any solution due to non-compliance with the conditions of the public competition, the organizer is free from the obligation to award prizes. In this case, the conceptual design or prototypes of digital solutions will be returned to the participants.

The organizer reserves the right to exclude from participation without warning and explanation any participant or team that does not respect the rules of the competition.

By applying, the contestant agrees with all the conditions of this public tender, which are evident from the content of the tender documentation.

  1. METHOD AND DEADLINE FOR SUBMISSION OF THE APPLICATION

Applications are accepted until and including 1 November 2021 on the website: https://www.hackathon.tp-lj.si/ .

  1. APPLICATION PROCEDURE AND SELECTION NOTIFICATION

There is no appeal against the commission's decisions on the conceptual design of digital solutions.

  • 1. Evaluation committee

Competitive solutions and tasks, which will be submitted directly by the participants at the event, will be evaluated by a commission of five (5) members in the following composition:

1 representative of the City of Ljubljana (MOL),

1 representative of the Technology Park Ljubljana (TPLJ);

1 representative of the Ministry of Public Administration (MPA);

1 representative of the Faculty of Computer and Information Science (FRI)

1 representative of the International Research Center for Artificial Intelligence under the auspices of UNESCO (IRCAI).

The members of the commission are appointed by the organizer on the basis of previous activities in the field of open data. The Commission will review and evaluate the conceptual design of the solution in accordance with the criteria set out in point 8.2.

8.2. Evaluation criteria and methodology

The commission will evaluate the products that will be created on the hackathon entitled "Greenhack - with open data to a green future", according to the following criteria: originality of the idea or. innovation, content creativity, product perfection, visual display quality, use of open data, consideration of vulnerable groups and product usability.

The Commission will evaluate the products on 7 November 2021 and announce the top eight teams to take part in the second round.

In the second part of the hackathon, at an event scheduled for November 9, 2021, an online public vote will be held to select the best solutions.

  1. REWARDING AND PURCHASE OF MATERIAL COPYRIGHT
    9.1. Awards

The four best rated application solutions will be awarded, namely:

The prize for the best solution for the mobility challenge amounts to EUR 1,625.00 gross (estimated EUR 1,218.75 net) and is divided equally among individuals in the group;

The prize for the best solution to the environmental challenge amounts to EUR 1,625.00 gross (estimated EUR 1,218.75 net) and is divided equally among individuals in the group;

The prize for the best solution for the nutrition challenge amounts to EUR 1,625.00 gross (estimated EUR 1,218.75 net) and is divided equally among individuals in the group;

The prize for the best solution to the flood challenge amounts to EUR 1,625.00 gross (estimated EUR 1,218.75 net) and is divided equally among individuals in the group.

The payer of the prize and advance payment of personal income tax after the calculation is the organizer. Any additional sponsorship funds will be transferred to the winning teams directly from the sponsors as an additional prize.

 

 PROHIBITION OF PARTICIPATION

Members of the competition committee and relatives of the members of the competition committee up to and including the 2nd generation of relatives in the straight or sideline may not participate in this competition as team members.

 

  1. OTHER CONDITIONS OF PARTICIPATION
  • 1. Informative publication of solutions of individual teams

For non-commercial purposes or. for the purposes of promotion, the organizer will publish all solutions that it deems appropriate, publicly and in full or in parts on its websites and social media, and other communication channels. In addition to the pictorial material, the names of the teams and the names and surnames of the leader and other members of the team (co-authors) will also be made public, provided that individuals agree with the public announcement.

A notice is pursuant to Article 13 of Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of individuals with regard to the processing of personal data and on the free movement of such data is published on the hackathon application website (point 7). repealing Directive 95/46 / EC (hereinafter "the General Data Protection Regulation").

  • 2. Notification, the announcement of winners, and awarding of prizes

The teams that receive awards are published on the websites and in the public media with the name and surname of the leader or all members of the team. The organizer will publish pictorial material from the awards ceremony.

The organizer reserves the right not to award the prize or may request a refund of the prize if it is established that the winner: (i) uses inappropriate, inappropriate or offensive content in the application solutions; (ii) does not meet the conditions laid down in these rules or does not respect them; (iii) did not provide his true data; (iv) is not the author of the submitted materials and content and infringes the copyrights of third parties; or (v) participates on behalf of third parties.

  • 3. Taxation of prizes

The advance payment of personal income tax will be calculated and paid by the organizer of the prize competition for the winners for whom the value of the prize is included in the tax base according to the Personal Income Tax Act (Official Gazette of the Republic of Slovenia, No. 13/11 with changes). For this purpose, the winners are obliged to provide the information necessary for the calculation of personal income tax. Any other tax liabilities or costs or. other obligations related to the receipt of the prize are borne by the winners.

  • 4. Creations and authorship

By registering and participating in the hackathon, participants confirm that their design of the solution with all related content is entirely their own, original and unpublished copyrighted work or that they do not infringe any copyright, performance and / or any other rights of third parties and that no one in relation to the organizer, in respect of any right acquired by the organizer, they will not assert any monetary claims or any other claims.

11.5               Privacy and data protection

The organizer undertakes to protect and use the collected personal data in accordance with the Personal Data Protection Act (ZVOP-1, Official Gazette of the Republic of Slovenia, No. 94/07) and the General Regulation on Data Protection, only for the purpose of which they have been acquired and will not pass them on to third parties.

  1. ADDITIONAL INFORMATION

The organizer reserves the right to make changes to the public competition, which must be published in the same place as this public competition.
